Mount Florida Community Council has initiated a consultation exercise with the shop owners and residents of Cathcart Road in Mount Florida affected by the present parking restrictions.
We have distributed questionnaires to shops and residents affected as well as our City Councillors, MSP and MP to canvass their opinion and provide support to change these parking restrictions which MFCC feel are damaging the businesses in Mount Florida and which are largely ignored by car owners as can be seen by the rows of cars parked on Cathcart Road every day.
However, the City Council Parking Attendants DO patrol the area and give out a significant number of Parking Tickets. If anyone wishes to respond to our survey, a copy of the questionnaire is included below and can be printed, filled in and returned to us by post.

Parking Restrictions

Existing Regulations

At present, vehicles cannot park on Cathcart Road between the hours of 8am and 6.30pm Monday to Friday and 8am to 1pm on Saturday. A 'Loading time' of 10 minutes is allowed during these times apart from peak times (8.15 – 9.15am and 4.15 - 6.15pm).
Mount Florida Community Council feels that these present arrangements require to be changed. We feel that they deter many customers from using the businesses on Cathcart Road. We also feel that residents with cars who live on Cathcart Road cannot easily access their homes during daytime hours. Having said that, we do not feel that totally removing parking restrictions is the way forward as this would produce the situation of people leaving their cars 24/7. In addition, part of the new system would have to include some sort of 'Loading Bay' to facilitate businesses loading and unloading materials/goods during business hours.
The 2 most commonly used solutions in Glasgow appear to be:-
1) Parking permitted for between 10 and 30 minutes in any hour with no return for 1 hour.
2) Pay and Display with ticket machines with charges for time slots of 20 or 30 minutes with maximum stay of say 1 hour (used in Shawlands),
In addition, we feel that the present situation is unfair as further up Cathcart Road in Govanhill, the creation of parking bays to provide access to shops has reduced the carriageway to 1 lane in each direction so why do we need 2 lanes in Mount Florida?
Mount Florida Community Council has written to Glasgow City Council expressing our concerns and our wish to change these restrictions. Basically Glasgow City Council is sympathetic but point out that before changing any Traffic Regulation Order, full consultation with all parties involved must be carried out. Hence, in the first instance, we are seeking your opinions and suggestions.
I would appreciate it if you would fill in the questionnaire enclosed and return it to us by post.
There are basically 3 issues to respond to:-
1) Do you feel that the present Parking restrictions affect access to your home during
daytime hours and deter customers from using the shops and businesses on Cathcart
Road and require to be changed?
2) Do you have a preferred option as to the parking arrangements to be implemented?
3) How do you feel the location of 'Loading Bays' can be agreed?
If there are any issues other than Parking which you would like to discuss with or which you feel need to be addressed by your local Community Council, it would be very helpful if you could add them to the bottom section of the questionnaire.
Please post your responses to:-
